1/2 the distance to the goal?

Hi All,

I have a question about a certain scenario:

Offense has the ball at the inch line. By inch line, I mean that the back of the ball is at the one inch line, and the front of the ball would be 11 inches in front of that, or at the 1 foot line (since an NFL football is about 11 inches), So the offense has over 99 yards to go before the score a touchdown.

Assume that the offense now commits illegal procedure. So, they are
penalized 1/2 the distance to the goal.

I think that the back nose of the ball would be placed at the 1/2 inch line.
My friend, thinks that the ref will place the front nose of the ball at the 6 inch line. This would mean the ball would be placed over the goal line.

Which of these is correct?

I couldnt find anything in the NFL Rule book on this. But, I am pretty sure that the referee is not allowed to place the ball down as the line of scrimmage when any part of it would be in the endzone.
